Improvements in London schools 2000-06
In secondary schools, 2001’s depressing picture has been turned around. At Key Stage 3 and 4 standards are rising faster than in schools nationally. Fewer London schools are in the lowest 25% of all schools. About the same proportion of schools require special measures as schools nationally, but fewer require a notice to improve.

Ofsted new inspection arrangements

Ofsted new inspection arrangements 2005
The Education Bill received Royal Assent on Thursday 7 April which means that Ofsted is able to move forward with the implementation of new inspection arrangements. From September 2005, and under the Education Act 2005, maintained schools will be inspected with a lighter touch and with less notice.
The new arrangements will reduce the cost of inspection, reduce bureaucracy and make inspection less intrusive in schools whilst building on the school? own self evaluation. The pilots indicate that the new arrangements will do this effectively .....

Guidance for inspectors of schools (draft) - Future of Inspection
http://www.ofsted.gov.uk/publications/index.cfm?fuseaction=pubs.summary&id=3844
Guidance for inspectors of schools (draft) -Future of Inspection Feb 2005 (UK)
Ofsted believes that schools are best placed to recognise their own strengths and weaknesses. This is why we are introducing a new inspection system which puts more onus on a school to demonstrate that it can diagnose where its strengths and weaknesses are and do something about improving and developing them.
The self evaluation form (SEF) is at the heart of the new inspection arrangements (it can be downloaded from this page)
It has further reading and links to the draft versions of the forms, the guidance for inspectors of schools - conducting the inspection and the guidance for inspectors of schools using the evaluation schedule.
