In October 1997, the Chief Executive announced in his Policy Address the establishment of the Quality Education Fund (QEF) to finance projects for the promotion of quality education in Hong Kong. The establishment of the QEF is one of the major recommendations of the Education Commission Report No.7 (ECR7). Formally established on 2 January 1998 with an allocation of $5 billion, the QEF provides an effective channel for worthwhile projects from the school education sector to be funded. The QEF mainly caters for worthwhile non-profit making initiatives within the ambit of basic education, i.e. pre-primary, primary, secondary and special education.

Assessment of basic education in 180 countries. The reports for each country will contain some of this information: funding, issues and goals, statistics on enrollment, literacy, educational levels of teachers, academic and vocational education, evaluation of early childhood, primary, and secondary instruction, and more. Currently an alphabetical list by country is provided. Eventually, the reports will be listed by region and will be searchable. Only available in the language of submission (English, Spanish, or French). EFA is sponsored by United Nations agencies, the World Bank, and other organizations.

The Curriculum Development Council is a free-standing advisory body appointed by the Chief Executive of the Hong Kong Special Administrative Region to give advice to the Government on matters relating to curriculum development for the local school system.
It was formerly known as the Curriculum Development Committee and was first established in 1972. The main function of the Curriculum Development Committee was to develop teaching syllabuses recommended for use in primary and secondary schools. It operated through a two-tier structure, consisting of the Main Committee at one level and a range of subject committees and a Textbooks Committee at the other.
