National Curriculum citizenship: planning 2002/03 UK
http://www.ofsted.gov.uk/publications/index.cfm?fuseaction=pubs.summary&id=3312
UK National Curriculum citizenship: planning and implementation 2002/03
In 1999, secondary schools were given two years?notice that, from September 2002, citizenship would become a statutory subject.
In the autumn term of 2002 and the spring term of 2003, Her Majesty? Inspectors (HMI) visited 25 schools to evaluate provision of citizenship as a statutory National Curriculum subject.
In over half of the 25 schools, the management of the introduction of citizenship has been unsatisfactory, mainly because the full implications of citizenship as a National Curriculum subject were not understood or, in a small number of schools, because they were not accepted.

Schemes of work: Key Stage 4 Citizenship (UK)

They will take increasing responsibility for their own learning, play a significant part in the life of the school and wider community and come to realise how their participation can make a difference for others as well as themselves.
