Development of the P-scales
The P-scales are assessment criteria for progress below level one in the national curriculum programmes of study. These programmes are designed for pupils aged 5-16. They were developed to support target setting through the use of summative assessment to be used at the end of key stages and, for those pupils making more rapid progress, possibly once a year.
Schools may like to note that at this level of development pupils are likely to need support and prompting with many tasks. This should not in itself mean that the P level is not awarded for that activity.

This Guidance covers arrangements for setting targets at Key Stages 2, 3 and 4 in Autumn 2004. It clarifies how school and LEA targets should now be set and encourages both schools and LEAs to set a trajectory to 2007. There is also information on the new school absence target.

The revised version of the Supporting the Target Setting Process was published in March 2001. It is now available for downloading as a PDF file, with the HTML version to follow shortly.
The document is intended to support schools in the setting of effective targets for pupils with special educational needs.
It builds on earlier guidance published as an outcome of the DfEE/QCA project in which the National Foundation for Educational Research was commissioned to develop performance criteria, in consultation with a large number of special and mainstream schools, for attainment below National Curriculum Level 3 in English and mathematics.

Setting targets for pupils with special educational needs found that whilst most special schools visited are good at tracking the progress of individual pupils the majority have not yet developed the expertise needed to use the information to identify priority areas for development.
