UK Government plans to introduce a new School Report Card
Schools Secretary Ed Balls announced 14Oct08 that the UK Government plans to introduce a new School Report Card, to give parents a new, simpler and more comprehensive way of understanding schools’ performance and achievements.
The new School Report Cards are part of wider changes to strengthen schools’ accountability to parents and the public, raise school standards, and reform pupil testing and assessment.
The Government will set out detailed proposals on report cards for consultation with schools, parents and the public by the end of this year, leading to a White Paper in spring 2009.
He announced that he was ending schools’ requirement to run national tests for 14 year olds, with immediate effect.
The current compulsory national tests at the end of Key Stage 3 will be replaced by improved classroom assessment by teachers and frequent reporting to parents in years 7, 8 and 9, with a stronger focus on one-to-one tuition and catch up support for children in the first years of secondary school.

KS3 Assessment : Summary
http://www.teachernet.gov.uk/teachinginengland/detail.cfm?id=312
Pupils' attainment (assessment of learning) is measured statutorily at the end of each key stage (KS) in the form of National Curriculum (NC) tests for KS3 and national qualifications at the end of KS4. During KS3, there are Optional Tests that measure pupils' attainment at the end of Years 7 and 8.
End of key stage assessments are not appropriate measures of pupil progress from day to day or week to week. It is more useful to think of assessment in terms of short-term, medium-term and long-term evaluation.

Assessment at key stage 3 (11- to 14-year-olds): Years 7, 8 and 9
Pupils will normally be 14 at the end of key stage 3, although a minority may be slightly younger or older. A typical 14-year-old will normally be working at level 5 or 6
Pupils working at levels 4-7 in English, 3-7 in science and 3-8 in mathematics will be assessed by the statutory key stage 3 tests. QCA provides optional tasks (updates will be available from March 2004) to support teacher assessment of pupils working below the level of the tests or above the level of the tests.

Pupils take national curriculum tests at the end of each key stage and at other important milestones. QCA develops tests and tasks for key stages 1, 2 and 3. QCA also manages the external marking of the key stage 2 and 3 tests and ensures that all marking is of a consistently high quality.
